I have not actually used Jasper, but my understanding is as follows.

The device doesn't actually know it is on the customers side. They just give you a small number of free bytes before the billing kicks in. You do your testing within the first free block of bytes, and then when the customer fires up the device and it goes over the margin, billing starts.
