Regarding the Jasper automated provisionning, I can give you some details since I work with them on many projects.
Well... basically, a SIM card has many states. Some of them only Jasper can set, and the other ones can be done by yourself. That is basically why they say that the SIM will only be activated once it has ben received by your customer: you can set the Activation Ready state, and once traffic passes, it is automatically swichted to Activated.
Below are details on the several states of a SIM card.

-Test Ready: Non-billable state. Allows up to 20Kb of test traffic before automatically setting SIM Status to “Inventory”. Only Jasper employees may set a terminal to the “Test

- Inventory : Non-billable state. Does not allow traffic.
- Trial: Non-billable state. Allows test traffic. Only Jasper employees may set a terminal to the “Trial” state.
- Activation Ready : Non-billable state. Allows traffic. Once traffic passes, SIM Status is automatically set to “Activated”.
- Activated : Billable state. Allows traffic.
- Deactivated : Non-billable state. Does not allow traffic.
- Retired : Non-billable state. Does not allow traffic.
- Purged : Non-billable state. Does not allow traffic.

ah... and moreover, their administration HMI is quite useful, especially when you want to change a SIM status or monitor the current GPRS session of a SIM card.
