Under normal circumstances when you order a developer Foundation account with Mini-MT it comes preconfigured for you. In some cases you may have your own device or own SIM. In this case I'm working under the assumption that the device has been properly configured to talk to your developer Foundation (through a series of AT commands). See this post for configuration details:

Configuring Enfora Devices for GPRS on T-Mobile Network

Now all you need to do is login your Foundation instance. This will be something like:

http://youraccount.ublip.com

with the username and password that was specified when we created your account. After logging in you simply need to navigate to:

Devices > New Device

and enter a name for your device and specify the IMEI. The IMEI is normally attached to the device via label or can be found underneath the battery. After you enter this information and save it you should be able to see your device on the map on the Overview screen. I hope this helps and if this doesn't work then there's generally a problem with the communications between the device and your Foundation instance.

Have you verified an IP session by running the following AT command:

AT$NETIP?

Does it return all zeroes or actual IP numbers?
